Stitch the fabric together at eh edge of the folded part to hold the plastic ring in place (sew a bit back from where the plastic ring sits, so that you don't hit the plastic with the needle). You should end up with the plastic ring being entirely enclosed by the fold or "hem" on the end of the sweatshirt sleeve. I use a really short tight stitch to make the stitching more difficult to unravel, and do a lot of backstitching at the beginning and end of the stitching to make it as secure as I can.
